INTRAMURAL CLINIC BASEBALL RULES

 

 

 

1.           The official playing rules, with the exception and variations noted herein, shall be the “Official Baseball Rules” completely revised, as through the office of the Commissioner of Baseball, The Sporting News edition.

2.           PLAYING FIELD

A.         Bases:  50 feet

B.          Pitching Distance:  25 feet from the back of home plate

3.           Players arriving late shall be placed at the end of the line-up.  The child may go in and play defense immediately upon arrival if his/her team is in the field.

4.           Eight (8) players minimum to start and finish the game.

5.           All players must play at least one (1) complete defensive inning in the infield and one in outfield during the first three (3) innings of the game.

6.           All players shall be used defensively- flood the outfield.  No one sits on the bench.

A.         Players positioned in the outfield must be behind the designated line drawn ten (10) feet behind the bases.

B.          Two adult coaches shall be allowed in the outfield defensively. However, only one is allowed to step into the infield at any one time. Neither coach shall make any attempt to field a hit ball unless doing so will prevent injury to a child. Should a coach hit or touch the ball, the ball is dead and all runners are awarded one (1) base.

C.         Infielders shall be positioned at first, second, third, shorts, pitcher, and catcher.  The pitcher stands to the side of the coach/parent who is pitching.  The catcher may catch or stand behind the coach/parent who is catching.

7.           Rubber soled shoes or rubber baseball cleats are to be worn.  No metal cleats.

8.           Batters, players in the on-deck circle, and runners are required to wear protective headgear (batting helmets) supplied by the club.

9.           No jewelry or metal barrettes are to be worn on the field.

10.       It is recommended that all male players wear a cup style athletic supporter.

11.   Balls – None - no walks issued.

12.   Pitches: Each batter shall receive up to (5) pitches

A.   After 5th pitch, tee shall be used to put the ball in play. If 5th pitch is fouled, tee will be placed for next pitch.

13.   Bunting or easy swings are not allowed.  In order for a ball to be in play, the ball must first cross the 5 foot arc line in front of the plate

Penalty:  Batter is called back to the plate, the swing shall count as a foul ball, the ball is dead, and no runner may advance.

14.       Courtesy runner not used in clinic except in the case of an injured player.  The player making the last out shall be used as the courtesy runner.

15.   No infield fly rule.

16.       Innings:  Regulation-Five (5) innings.  Official game is three (3) innings.  All innings should be played in full.

17.       Pitcher:  Adult coach/parent pitches to players of his/her team.

A.         Pitcher’s mound is 25 feet from the back of home plate.

B.          Pitcher shall pitch overhand, standing in a full upright position.

C.         The adult pitcher shall not make any attempt to catch a ball hit towards him/her unless doing so would prevent injury to the coach or child.  If a hit ball is touched by an adult, play is dead and pitch is considered a no pitch.

D.         There will be a five (5) run per half inning limit.

18.       Runner Advancement:

A.         Ball hit to infield - batter gets a single, to first base.  All runners may advance one base only.  No extra bases for overthrows. 

B.          Ball hit to outfield - runners may advance as many bases as possible until the ball is returned to the infield.  The ball must be thrown to the infield and must be held above the head of an INFIELDER to stop the play.  In the coach’s judgment, players who have advanced toward a base more then halfway are awarded that base.  (A line denoting the halfway point between first and second and third, and third and home shall be the determining point) Outfield/infield line extends into foul territory.

20.       Runner advancement- infield overthrow - Dead ball, no advancement.

21.       Runner advancement- overthrow interference, out of play- Dead ball, no advancement.

22.       Coaches interference:

A.           Coaches are not permitted to touch base runners as they advance.  First instance of coach touching base runner shall result in bench warning to both teams (head coach).  Subsequent violations shall result in the player being called out.

23.       Stealing is not permitted.

24.       No leading off the base.  Base runners must keep one foot in contact with the base until ball is hit.  Penalty:  First time - warning to both teams (head coach).  Subsequent violations shall result in the player being called out.

25.       Throwing equipment:  (Ball, Helmet, Bats etc…)

A.         Intentionally throwing equipment shall result in the player being expelled at the time of the infraction.

B.          Unintentional throwing of equipment shall upon first violation result in a warning to both teams (head coaches).  Subsequent violations result in the player being called out.

26.       Hit batter - none in clinic.  If batter is hit by coach-pitcher play continues after player is checked out for injury.

27.       Game cancellations- Teams shall be allowed to request one (1) game cancellation during the season.  Cancelled games must go through the Commissioner at least 72 hours in advance.  The cancelled game may be rescheduled by the Commissioner if field availability and time permits.

28.       Inclement weather-

A.         Call the baseball line if the weather is bad prior to the game.

B.    (DON’T ASSUME GAMES ARE CANCELLED)

A.         During game- suspend play for lighting, high winds, heavy rain, etc.. The game is not automatically over.  Please allow a reasonable amount of time before completely calling games.

29.   Rainouts may be made up at the coaches’ discretion with the Commissioners approval.
